Rick Moore, PhD

Dr. Rick Moore is the co-instructor for ALHP718 Informatics.

Dr. Moore is the chief information officer for NCQA. He is responsible for the vision and strategic direction of the Information Services, Information Technology, Quality Measure Validation, and Information Products Departments. He also works closely with NCQA’s stakeholder partners and represents NCQA on national health information technology initiatives and panels, including the Health Information Technology Standards Panel.

Prior to joining NCQA in 2008, he was director of Health Informatics at the National Association of Children’s Hospitals. He also served in the Office of the Secretary of Health Affairs at the Department of Defense, where he led development of EHR systems. From 2001–2003, Dr. Moore was competitively selected by the U.S. Air Force Medical Service to attend the University of Alabama at Birmingham, where he studied health informatics. Previously, Dr. Moore served as director of Medical Readiness at Langley Hospital. He has also been director of Managed Care for Moody Community Hospital.

Dr. Moore is a 2015 graduate of the Doctoral Program in Health Related Sciences. His dissertation research is titled “Measuring the Impact of Recognized Patient-Centered Medical Homes (PCMH).” He also holds an MS in health informatics from the University of Alabama at Birmingham (UAB), an MS in management from Troy State University (TSU), and a BS in Industrial Technology from Southern Illinois University (SIU). He is a certified health care executive and fellow in the American College of Healthcare Executives (FACHE), a fellow of the Health Information Management and Systems Society (FHIMSS), a certified professional in health information and management systems (CPHIMS), a certified information security manager (CISM), and a certified project management professional (PMP).
